Open Enrollment

The open enrollment period for CalPERS medical, Delta Dental, and VSP vision insurance plans will begin on Monday, September 16, 2024 and will end at the close of business on October 11, 2024. During the open enrollment period, eligible employees may enroll, add or delete qualified family members, or change plans.


If you wish to make changes to your plans, please complete the appropriate forms attached with this letter. All forms must be submitted to the Payroll Department by the close of business on Friday, October 11, 2024. No action is required if you do not wish to make changes to your current plans.


Changes will be effective January 1, 2025.

 

Please do not make changes through the CalPERS website. Kindly complete a Health Benefits Form (HBD-12) and return to the Payroll Department no later than the end of business day on October 11, 2024.

**If you are not eligible for CalPERS health coverage, you may purchase coverage through Covered California, California's health insurance marketplace, and may be eligible for premium tax credits to subsidize costs.

 

Important Health Enrollment Reminders

  • Be aware that a medical group ending its contract with a health plan does not create a qualifying event to change plans outside of Open Enrollment.
  • You will receive new health plan ID cards if you change your health plan or enroll for the first time.
  • Carefully review your December 2024 warrant to ensure the health plan premium deduction was made when you change health plans, enroll for the first time, or add/delete dependents.
  • If you change plans during Open Enrollment and you don’t see the correct deduction applied by your January warrant, please contact your payroll technician in the Payroll Department.
  • You may use your current health plan through December 31, 2024 only.  Your new health plan takes effect January 1, 2025.

Please attach the following documents when enrolling family members:

  •  Copies of the marriage certificate and SS card when adding a spouse
  •  Copies of the declaration of domestic partnership and SS card when adding a registered domestic partner
  •  Copies of birth certificate and SS card when adding dependent child or children under 26 years old.

Please contact Payroll if you need to add a disabled child over 26 years old.

Effective July 1, 2019, the District’s monthly contribution to fringe benefits for active unit members working at least 0.50 FTE shall be the cost of employee only coverage at the Kaiser HMO rate plus the cost of vision, life, and dental coverage.  Employees working less than 0.50 FTE are entitled to vison, life, and dental benefits but are not eligible for CalPERS medical coverage.

SSF Federation of Adult Education (AFT)

Effective July 1, 2019, the District’s monthly contribution to fringe benefits for working at least 30 hours or more per week shall be the cost of Kaiser HMO rate plus the cost of the employee only vision, life, and dental coverage. Bargaining unit members who work 18 or 19 hours a week are entitled to dental, life, and vision benefits but are not eligible for CalPERS medical coverage.

California Service Employees Association (CSEA 197)

Effective July 1, 2019, the District’s monthly contribution to fringe benefits for active unit members 20 hours or more shall be the basic District contribution for medical insurance plus such additional amount necessary to cover the cost of the employee-only coverage at the Kaiser HMO rate plus the cost of vision, dental, and life coverage.  Employees less than 20 hours are entitled to vision, life, and dental benefits but are not eligible for CalPERS medical coverage.

Employee Self Service System

The Employee Self Service System (ESSS) is a secure website that allows employees direct access to their
payroll data online. ESS requires authentication during the initial registration process as well as a user
name and password every time the site is accessed.

Employees can review, print, or save their latest pay stub or annual W-2 tax form anytime. Pay
information is available for the current year plus two (2) historical years. W2 information is available for
five (5) calendar years.
